Steven J. Mopsick

Steve Mopsick is a 30-year veteran with the Office of Chief Counsel of the Internal Revenue Service, serving first writing private letter rulings in mergers and acquisitions, then as an IRS litigator in before the U.S. Tax Court in Washington, D.C., and then as the Special Assistant to the Acting Chief Counsel. Among his nationally recognized achievements, Steve represented the government in the trial preparation and settlement of one of the largest corporate acquisitions in history. His achievements then brought him to Sacramento to open the IRS law office as District Counsel, where he was responsible for the trial and settlement of a multi-million dollar inventory of cases before the United States Tax Court. As District Counsel in Sacramento, Steve was the IRS's top law enforcement attorney responsible for 31 Northern California counties.

Steve is admitted to practice in Massachusetts and Washington D.C. only. He is not admitted in California. Steve is a founding member and past chairman of the Taxation Section of the Sacramento County Bar Association. He was also the IRS advisor to the Executive Committee of the State Bar of California's Taxation Section for nearly 10 years. He served as a member of the Executive Committee of the State Bar of California's Taxation Section. He is the author of numerous articles including a major publication on corporate acquisitions, currently cited in the leading treatise on corporate taxation.

Steve is a phi beta kappa, magna cum laude graduate of Rutgers College. He received his J.D. degree from Boston College Law School and his Masters Degree in Taxation from Georgetown University. Steve has been an adjunct professor of law for over ten years at the University of the Pacific's McGeorge School of Law. He has taught tax practice and procedure, as well as criminal tax procedure.

Betty J. Williams

Betty Williams is a Sacramento native who graduated with distinction from the University of the Pacific's McGeorge School of Law, and received her Masters Degree in Taxation from Washington School of Law. She has represented clients before the U.S. Tax Court, and has a broad range of experience with tax controversy issues including income tax, employment tax, sales and use tax, property tax and IRS, FTB and SBE collections, audits and appeals. Additionally, she has represented clients in Attorney-Client Fee Arbitration matters.

Betty has been admitted to practice by the State Bar of California, the U.S. Tax Court, the Southern and Eastern Districts of the U.S. District Court and the Ninth Circuit of the U.S. Court of Appeals. Betty is the immediate past Chair of the Estate and Gift Tax Section of the California State Bar Taxation Section. She is also an Advisor and past Chair of the Sacramento County Bar Business Section, and a past Chair of the Sacramento County Bar Taxation Section. Additionally, Betty serves as the Sacramento County Bar's Taxation Section's liaison to the IRS Tax Practitioners' group. She is the recipient of the prestigious Witkin Award for Estate and Gift Tax. Betty was named Best Local Attorney for 2006 and 2007 by Sacramento News & Review. She also serves as an alternate member on the Sacramento Metropolitan Cable Television Committee.

Prior to practicing law, Betty worked for the State of California Workers' Compensation Insurance Fund and also owned her own business as an artist. Betty is an avid cyclist and ballroom dancer. She can be reached at Betty@MopsickWilliams.com.

Anita Falk
Attorney at Law

Anita Falk is a senior associate with the firm who has practiced federal and state tax law for more than 10 years representing individual, corporate, and business clients. She has worked extensively with IRS Revenue Officers, Offer Specialists, Appeals Officers, as well as Taxpayer Advocates from Internal Revenue Service field offices throughout the United States. Anita has vast experience in successfully negotiating the release of levies, the abatement of penalties and interest, negotiating installment agreements and Offers in Compromise, as well as handling Trust Fund recovery penalty issues and collection due process matters. Anita previously worked as one of the few women Public Adjustors in California.

Anita has been admitted to practice by the State Bar of California and the U.S. District Court. Before attending law school, Anita earned her Bachelor's Degree in Political Science, with a minor in Rhetoric, from UC Davis. She is the 2008 Chair for the Sacramento County Bar Taxation Section.
